Scout gathers what central Wisconsin publishes: the newsrooms, the public bodies, the funeral homes. He does not write the news, and neither do we. The point is an informed public that can see the whole record and decide for itself what it means.
This is Scout.
He is the pin on the map and the hand that gathers. Every morning he reads the region's published pages, files what is new, and links each item back to whoever published it. He has no opinion about any of it, and no way to write one. That is the job: bring the record, keep the source attached, stay out of the way while you read it.
He watches your pointer while you are here. That is the whole trick.
What this is for
The whole record, not a selection of it
A newsroom publishes a story. A village board posts an agenda. A funeral home writes a notice. Each one is a piece of what happened in central Wisconsin today, and no single publisher carries all of it. We gather what every one of them publishes and put it in one place, so the picture you get is the region's, not one desk's.
You decide what it means
We do not tell you which meeting matters or which side is right. Every item arrives with its date, its publisher and a link to the original. The judgment stays with you, which is the only place it belongs.
No opinion of our own, by construction
We write no news here. Nothing on this site is a story we authored, rewrote, or had a machine compose. That is not a promise about our restraint, it is how the system is built: it can gather, cite and arrange, and it has no way to write a claim of its own.
Non-partisan because we do not choose
Ordering is by time and by how close a story sits to this region, never by whose side it favors. A county board's agenda and a school board's minutes arrive the same way, from the same kind of public record, with the same link back.
How it is gathered, and how to check it
Only what a publisher chose to publish
We read public pages and public records: a newsroom's own feed, a city's own meeting portal, a funeral home's own notices. We honor every robots.txt, and when a publisher asks us not to read something, we do not read it. Several sources are absent from this site for exactly that reason.
A headline and a link, never their article
You get the headline, the time, the publisher and a link. The reporting stays with the newsroom that paid for it, and your click goes to them. When a story sits behind a paywall, a lock says so before you click.
Facts carry their source, or they carry a flag
The regional record behind this site holds 11,873 facts about central Wisconsin. 11,380 were confirmed against the public document they cite. 493 could not be, and those are marked as gaps rather than quietly dropped. None were refuted.

The atlas shows every fact with its citation, the exact line a verifier read, and whether it held up. A fact you cannot trace is a fact you should not trust, including here.

What we will never do
- Write a news story, by hand or by machine.
- Publish a fact we cannot trace to a public document.
- Hide a gap in what we know. Gaps are shown first, not last.
- Republish a newsroom's article instead of linking to it.
- Rank an item by whose side it helps.
